光伏發(fā)電電價(jià)支持政策及風(fēng)險(xiǎn)分析

摘 要: 針對(duì)光伏發(fā)電的電價(jià)支持政策及風(fēng)險(xiǎn)進(jìn)行分析。比較了國(guó)外光伏上網(wǎng)電價(jià)政策,并評(píng)估了其風(fēng)險(xiǎn)性。結(jié)合國(guó)內(nèi)光伏發(fā)電政策,總結(jié)出了現(xiàn)行政策下存在的若干問(wèn)題。從明確光伏發(fā)電風(fēng)險(xiǎn)承擔(dān)主體;合理調(diào)整光伏電價(jià)支持政策;不斷技改,降低電網(wǎng)風(fēng)險(xiǎn)系數(shù);不斷完善協(xié)調(diào)配合機(jī)制,形成合力;合理布局,提高光伏發(fā)電準(zhǔn)入門(mén)檻等5 個(gè)方面提出解決措施。

Analysis of Pricing Support Policy and Risk for Photovoltaic Power Generation

Abstract: The pricing support policy and risk for photovoltaic (PV) power generation were analyzed. The feed-in tariff policies of PV were carried on comparison and risk evaluation. Combining with the support policy of PV power generation in China, there were some problems under the current policy. The approaches to those problems were proposed in five aspects, mainly including clearing the risk bearing entity of PV power generation, adjusting the support policy timely, upgrading the technology continuously and lowering the risk factor of grid, improving the coordination mechanism constantly forming collaborative forces, distributing reasonably and raising the market access requirements moderately.
