電力調度事故預案“無縫化”管理在寧波電網的實施

摘 要：闡述了完善的電力調度事故預案管理制度對應對電網突發(fā)事件的重要性。介紹了事故預案的分類、流程規(guī)范、“沙盤”演練、執(zhí)行終結評估等各個環(huán)節(jié)的做法。實現(xiàn)了電網事故預案管理的全流程覆蓋，真正做到了預案“無縫化”管理的目標。通過實際應用舉例，證明了預案“無縫化”管理可以顯著提高調度處理事故的能力，從而提升電網安全運行管理水平。

Implementation of “Seamless” Management of Power Dispatching Accident Plan in Ningbo Power Grid

Abstract: This paper expounded the importance of management system of perfect electric power dispatching accident plan dealing with the emergencies of power grid. Introduction was made to the classification of accident plan, process specifications, "sand table" drills, final evaluation of execution etc each link of practice. The accident plan management of power grid covered the whole process, realizing the goal of plan "seamless" management truly. The example of practical application proves that the plan "seamless" management can significantly improve the capability of dealing with accidents, so as to enhance the level of operation management of the power grid safely.
