電力調(diào)度事故預(yù)案“無(wú)縫化”管理在寧波電網(wǎng)的實(shí)施

摘 要：闡述了完善的電力調(diào)度事故預(yù)案管理制度對(duì)應(yīng)對(duì)電網(wǎng)突發(fā)事件的重要性。介紹了事故預(yù)案的分類、流程規(guī)范、“沙盤”演練、執(zhí)行終結(jié)評(píng)估等各個(gè)環(huán)節(jié)的做法。實(shí)現(xiàn)了電網(wǎng)事故預(yù)案管理的全流程覆蓋，真正做到了預(yù)案“無(wú)縫化”管理的目標(biāo)。通過(guò)實(shí)際應(yīng)用舉例，證明了預(yù)案“無(wú)縫化”管理可以顯著提高調(diào)度處理事故的能力，從而提升電網(wǎng)安全運(yùn)行管理水平。

Implementation of “Seamless” Management of Power Dispatching Accident Plan in Ningbo Power Grid

Abstract: This paper expounded the importance of management system of perfect electric power dispatching accident plan dealing with the emergencies of power grid. Introduction was made to the classification of accident plan, process specifications, "sand table" drills, final evaluation of execution etc each link of practice. The accident plan management of power grid covered the whole process, realizing the goal of plan "seamless" management truly. The example of practical application proves that the plan "seamless" management can significantly improve the capability of dealing with accidents, so as to enhance the level of operation management of the power grid safely.
